First open the pic u wish to work on here we have the lovely Britney Spears

2- go to layer > duplicate layer

3- go to the layer box and pick the circler tool half black half white and click on Threshold and put the level on 106

4-click on the same tool and pick hue/saturation and in that box make sure that u click on colorize do as shown under

Hue >40

Saturation >25

Lightness >+40

5- go to the layer box and click on the first background and hide the eye on the left

6- now click on the hue/saturation layer and go to layer>merge visible

7- go to filter stylize > diffuse and change the mode to anisotropic

8- then simply go back to the layer box and show the eye of the hidden background and change the mode of the layer above it to multiply and you will have this result

And if u pick soft light instead u will have this
