Xtreem Background

1-First start by opening a new file and change the background contents to white with any size you want

And start doodling like this

2-Then go to filter> blur> radial blur

Amount(100) Blur Method (zoom) Quality (best)
 

3- go to filter > Stylize >find edges
 

3- go to Image > Adjustments > Invert and draw an X

4- After that do the radial blur again and find edges and radial blur again then go to Image and invert

5- Now simply go to Image > Adjustments > Color Balance

And choose Shadow  Blue+52 then choose Midtones Cyan -71 and Blue +28 and Green +34

6- go to layer > flatten image

Filter> Distort> Twirl
